A few thousand dollars expended now will perpetuate the records that in coming years hundreds of thousands could not purohsse. I respectfully suggest that these communications be printed and re ferred to a joint select committee, and that this committee be instructed to have an interview with Col. Saunders and make a personal inspection of the matters re ferred to. After the committee has obtained the necessary information, it will propose, I trust, the needed legislation, mefuding an appropriation of such eutus from: the publio Treasury as may be needed to supplement the funds at the disposal of the trustees of the library to complete the work." The Secretary says that in their w oik of examination the trustees began with the adoption of the constitution and proceeded . back las far as 1711, making themselves familiar with the public records to that datci They state in substantia that no great expectation is entertained of now obtain ing any further records on1 this side the water, and that the papers in the public offices of London furnish tholast resource of supplying our deficiencies. The docu ments specially needed are the Journr.ls of the Council of State prior to 1711; the Journals of the Legislature, and the dispatches- of the various Governors. These, it is confidently expected, can be obtained in London. In view of all these faetsj the tiusteei determined to print nothing until an ap peal was made to the Legislature for au thority and assistance to procure from London the lacking documents. That they will be gotten sooner; or later we doubt not, bat we earnestly hope that au thority will be given to the trustees to have it done at once. "For over fifty years the General Assembly has been au thorizing this thing to be done. Let it now he done, done well and ; dose fx all time." ' , Wl 'have received fronj Messrs. A. The work is very valuable, and furnishes much information in regard to the forests and woods of the State, j It has attracted very considerable attention and has . invariably ' received favorable comment. The f New York World in its review says of Its contents : "The publication of suoh facts in a shape that makes them accessible is the very best service that the public-spirited men in the South can do their States. It has twofold good effect : It not only ad-- vertises resources, mat await aevciop ment resources, too, for which there is a demand but it also rouses the Southern people j thensclves to an appreciation of their great industrial and manufacturing opportunities. A very large proportion of the! wood-working machinery in the Eastern States ought to be rnnniog in North Carolina. If this were bo, the vast possible wealth that now stands in trees would ioftnflow . in industrial channels, but ttill be kept at "home to enxlen th people and to build up all other industries." And' this induces a correspondent to suggest; that it would be well for the Leg iblature to order the distribution abroad of a large edition of the bo6k khat a large edition; say ten thousand, could be had at remarkably cheap prices and that such a course would do much good in bringing North .Carolina prominently before the oTorld. i . A BILL TO' Bl UNTITLED , AX ACT Iff KEFKREXCJ TO PUBLIC SCHOOLS IN RALXIOH TOWNSHIP, WAKK COCNTTV The General Assembly of ;North Car. olina do enaet: That in order that the public school system of Raleigh township, Wake county, may be more efficiently ai.d conveniently conducted, the following shell be the law for tbe government: of tbe pub lio school interest in said township : ceo. 1. That' tbe school eommittee cf said township shall consist of .nine mem bers, instead of three, as now required by the general school law of the State, to be elected by the Board of Aldermen of, the city of Raleigh, and the said School com mittee shall be divided, by ballet, by the said Board of Alderman, into three eiasses, of three eaeh. The term of office of the. first class shall expire at the end of the two years from a period to be fixed by the said board, and tho term of office of tbe second class shall expire at the end of four years from sail period, and the term of the third class at the end of six years from said period, and whenever the term of office cf any class shall expire as above provided, an election shall be held by the' said board of Aldermen to fill tbe vacancy: occasioned by the expiration . of said term, and the term tor which those chosen to fill vacan cies shall be elected shall be ! a term cf six years, so that the said school commit tee ehall always consist of nine members, and only nine. And whenever a vacancy occurs fa any of the classes, otherwise than by expiration of a term, tbe .said waeancy shall be filled by the Board of Aldermen of the city of Raleigh as soon fas may be convenient. " - - See.' 2. That the committee provided for in the foregoing section shall have en tire and ! exclusive control of the public school i interest in said township ; shall prescribe laws, rules and regulations for their own government, not inconsistent with the provisions of this act shall em ploy and fix the compensation of pri mers and teachers of the publio shools, and do all other acts which may b just and lawful to conduct the publio school interest in said township. Sec. 3. That the moneys which shall from time to time be apportioned under the general school law tor the State to Raleigh township, or any money to which said township may be entitled by reason of any special tax, gift, grant or appor tionment, shall be paid ovar to the treasurer of Wake county, who shall be treasurer ex officio of tbe aforesaid school committee of Kakigh township, and the said moneys shall be held by ! the said treasurer as a separate fund, which fund shall be disposed of alone under the direc tion of the aforesaid school eommittee aa provided for in this act. The general bond; now required by law, of the afore said treasurer to protect publio; funds in his bands shall be an amount sufficient to include double the amount received to the credit of Raleigh townshi on account of ' publio schools, independent of the amount to secure other funds which may come into his bands from otner soureea. The said treas urer of the school committee of Raleigh township ahall receive for his services as treasurer the compensation now allowed by law for the receipt and disbursement of public school funds, i Sec. 4. The school eommittee pro vided for in this act shall apportion the money raised or received for educational purposes in Raleigh tawuehip, as shall be just to the white and colored races, due regard being aid to the cost of keeping up the public schools for both races. SiO. 5. That the mtmbers of the saiJ school com mil tee shall, before entering upon the diacb&rge of the duties ot their office take an oath before the Mayor -f the city of Raleigh, or tome justice ot tle peace for Raleigh township, for the faithful discharge cf their duties in said effiee. Sec. G. That the aid commiitee shall make or cause to be made to the Board of Aldermen of. the city of Raleigh aa an nual report of the work done and monty expended under their tHrucuoD iu RJJgh township on &ccont cf public schools, the beiocing and end ot sajd school year to b; fixed by said board, and the clerk of said board shall forward a copy of said report to the office of tbe Superintendent o' l'ublio Instruction of iNortl Carolina. boo. 7. That the GoTerncr and his counsel are hereby directed to sell in lee or l- ase for a term o( ninety nine jearf, to the school couiuiiuee of Raleigh towaship, at a piice not exceeding one hundred dollars per aore, a publio square, in the city ot Kaleigh, known as Moore square, the property of the State, and the said retool eommittee are hereby empowered to contract for the erection thereon of suit able public school buildings for the white face. ' A nd the said school committee ball have power to issue bonds in such amount, form and denomination, as may seem best to them to secure the erection of the aforesaid school buildings. The principal and interest of said bonds to be paid out of moneys coming into the hands of said committee other than tie moneys raiaed under and by virtue of the general school law of the State. Sec. 8. The school committee above provided for shall be a body corporate by the name and style of "Tho School Com mittee of Raleigh ' Township, Wake County," an Ay that name shall be capa ble ot receiving gifts and grants, of pur chasing and holding real and personal property, and of selling, mortgaging and trac si erring the same for school purposes, aad ot prosecuting and defending suits for or against the corporation. Conveyances to said school committee shall be to them and their successors in office. Sec 9. Nothing in this act contained shall be construed to prevent the levying and collecting the special tax of one eighth of one per c?nt , now levied and collected for publio school purposes in Raleigh township. Sec 10. This act shall be in fores from snd after its ratification. Boaa-fet a Kailroad. Gastonia Gazette.J Mr. William Richards, of Brevard, was here on a visit to relatives this- week. Mr. Richards erjoys the distinction of being the only cuixm ol Gaston county who tver bought a railroad Some months ago a cow belonging to Wm. Skidmore ot this county was kitljd by a train on the Carolina Central Railroad. The authori ties ot the road refused to pay for the cow and Skidmore brought feuit against them in the Superior Court and secured judg ment. . That part of the Carolina Central (about fourteen miles) : lying in Gaston county was accordingly levied on and sold by thu theriff.
